The Program Manager is responsible for leading the successful delivery of workforce solutions to assigned clients through oversight of program operations, strategic planning, and stakeholder engagement. This role ensures that services align with contractual obligations, client expectations, and internal performance targets. A trusted advisor and strategic partner, the Program Manager cultivates strong relationships with clients and internal teams while ensuring continuous improvement and operational excellence.


Key Responsibilities

Client Program Management

  • Lead the execution of workforce solutions programs in accordance with contractual requirements and service level agreements (SLAs).
  • Develop and implement client-specific strategies and operational plans.
  • Act as the primary point of contact, fostering strong client relationships and ongoing communication.
  • Ensure the program meets quality, compliance, and service delivery standards.
  • Provide regular, data-driven performance reporting to clients.
  • Serve as a workforce solutions advisor, offering market insights and industry trends to inform client strategy.

Financial & Operational Oversight

  • Manage the programs P&L and ensure alignment with revenue and profitability targets.
  • Monitor and optimize key business drivers such as fill rates and operational costs.
  • Deliver against quarterly and annual financial goals while identifying opportunities for growth and cost-efficiency.

Growth & Business Development

  • Identify opportunities to expand program scope in collaboration with clients.
  • Increase program adoption and engagement across the client enterprise.
  • Build and maintain relationships with key decision-makers and stakeholders.
  • Present customized workforce solutions, incorporating industry best practices and client-specific insights.

Supplier & Contingent Workforce Engagement

  • Collaborate with supplier partners to ensure effective sourcing and service delivery.
  • Evaluate supplier performance and make optimization recommendations.
  • Manage escalations involving contingent workers and address complex employee relations issues.

Reporting & Analytics

  • Analyze financial and operational data to identify issues, trends, and improvement opportunities.
  • Develop and distribute timely, relevant reports to internal and client stakeholders.
  • Proactively identify reporting needs and implement data-driven decision-making practices.

Team Leadership & Development

  • Build and manage a high-performing team aligned with organizational values and client expectations.
  • Provide coaching, performance feedback, and career development opportunities.
  • Foster a culture of accountability, collaboration, and continuous improvement.

Operational Excellence

  • Ensure processes are efficient, scalable, and well-documented through standard operating procedures (SOPs).
  • Partner with cross-functional teams to address client needs and enhance service delivery.
  • Lead initiatives aimed at improving operational efficiency and program performance.

Compliance & Industry Knowledge

  • Stay informed on industry developments, workforce trends, and relevant legislation.
  • Ensure full compliance with company policies and regulatory requirements.
  • Serve as a subject matter expert in workforce management and related solutions.


Qualifications

Education & Experience

  • Bachelors degree in Business, Human Resources, Psychology, or a related field; or equivalent business experience.
  • 710 years of experience in workforce management solutions (MSP, VMS, staffing, labor), including a minimum of 3 years in a program management or equivalent leadership role.

Technical Expertise

  • Strong proficiency in VMS technology and MS Office (Excel, Word, PowerPoint).
  • Demonstrated understanding of workforce solutions products, industry dynamics, and market trends.
